AALU has given very careful consideration to stranger-originated life insurance (STOLI). We view STOLI as a major problem that a united life insurance industry must address through effective state legislation, both for the integrity of our products and the benefit of consumers. AALU, NAIFA and ACLI believe that the most effective state legislative solution is the NAIC Viatical Settlements Model Act as supplemented by a few key provisions from the NCOIL Life Settlements Model Act. It is our strong view that this solution will address STOLI effectively, without impairing legitimate uses of life insurance or life settlements.
